AFN National Chief Perry Bellegarde Statement on

the Proposed Amendment to Bill S-3

(Ottawa, ON) – “This move to eliminate one form of discrimination within the Indian Act is a positive step for First Nations women and girls and for all First Nations families. It is an essential step for a government that pledges both a renewed relationship with First Nations based on recognition of rights, and gender equality.

First Nations are rebuilding our governments and our citizenship based on our own traditions, kinship systems and laws. This includes our right to define our own citizenship. Yesterday’s announcement will help remove federal policy barriers for First Nations women and girls in the short term, while we get on with moving out from under the Indian Act to fully realize our inherent right to self-determination.

As we go forward, First Nations must be fully engaged in plans to implement this change. First Nations governments must have the ability, resources, lands and infrastructure to fully support all their citizens.

First Nations rights, title, Treaties and jurisdiction are recognized in Canada’s Constitution and in the United Nations Declaration on the Rights of Indigenous Peoples, which Canada has pledged to fully implement. Giving life to these rights and ending discrimination makes all of us stronger.”
