WINNIPEG – Manitoba is saying no to homegrown as the province prepares for the legalization of recreational marijuana next summer.

Justice Minister Heather Stefanson says the homegrown ban is aimed at protecting the health and safety of children and youth.

Federal legislation calls for people to be able to grow up to four plants for their own use, but provinces are free to make up their own rules.

Stefanson says police in Manitoba are too busy to be counting plants.

Other rules Manitoba is proposing under its cannabis legislation would set 19 as the minimum age to buy and use recreational marijuana — one year more than the legal age to drink alcohol.

The province also wants legal pot to be sold by private licensed retailers in a system where supply and distribution would be controlled through the Manitoba Liquor, Gaming and Cannabis Authority.

Municipalities would have power to ban cannabis sales if they hold a plebiscite.
