Director of Operations

Position Summary

The Director of Operations is responsible for providing the leadership, project management, direction, and tactical execution of BCN’s operational departments including network operations, client services and projects. The Director of Operations will be responsible for developing company standards for the design, maintenance, and support of its network and infrastructure including fibre optic, microwave, and satellite systems.

Responsibilities

Operations & Service Delivery (50%)

  • Drive the development of innovative network operations processes and tools from concept to delivery
    • Drive modernization, automation, optimization to continuously improve operational effectiveness, agility, performance, availability and cost of the network services and staff
  • Support adoption of new technologies and tools and recommend capability improvements to network and security operations
    • Analyze network from a cost, capacity, and forecast perspective, and evaluate new network operations technologies and applications
  • Develop and/or update organizational telecommunications standards to provide a consistent foundation for designing, maintaining, and supporting telecommunication systems within the organization
  • Establish best-practice methodologies for incident/change/problem management critical production environment
  • Ensure service-level targets are met, and address all service-level complaints
  • Provide subject matter expertise in interactions with partners and customers, program manage collaboration projects externally and internally
  • Participate in enterprise client meetings, and ensure that required reporting is completed across the department

Projects (30%)

  • Perform telecom design work for telecom projects in more than one of the following telecom technologies: fiber optic cabling, outside plant, microwave, wireless systems, and satellite
  • Participate in meetings with key-stakeholders to ensure success outcomes on a project by project, job by job basis
  • Develop telecom engineering solutions and cost estimates for internal and external stakeholders
  • Build and manage vendor relationships and drive cost optimization
  • Drive project deliverables – design, engineering, procurement, permitting, construction, testing, implementation, etc.

Administration (20%)

  • Oversee network operations, including budgeting, planning, implementation, maintenance, administration, staffing and logistics
    • Develop annual operational plan for the department
    • Develop annual operating budget for the department
    • Mentor, manage and motivate a high-performing team of managers and team members and set clear priorities to achieve department goals
    • Recruitment and training of department staff
    • Assist with work and service order implementation
  • Quarterly reporting to the Board of Directors
  • Assist with the submission of government funding programs
  • Assist with required government reporting (i.e. funding claims, milestone reports, CRTC reporting)

Education & Experiences

  • MBA or bachelor’s degree in an IT related field (computer science, electrical engineering, etc)
  • Demonstrated project management certificate or supporting experience background
  • 5+ years’ experience leading a network operations team in a dynamic environment
  • Proven track record of driving change and transformation in network operations processes, tools, and technologies
  • Must be technical and have a firm grasp of core network fundamentals:
    • including Network design, routing protocols and topology design, VPN, firewall, wireless networks, L2/L3 design, TCP/IP, DNS, DHCP, and application layer protocols such as HTTP
    • Firm understanding of load balancing and traffic management
    • Knowledge of MPLS, VPLS, BGP, OSPF
  • Must have experience with managing construction or installation of the following infrastructure projects:
    • Fiber optic cabling, outside plant, tower structures, microwave, and/or satellite

Work Conditions

  • Some travel will be required from time to time
  • Shift work, extended hours, evening, and weekend work to meet deadlines especially in the field
  • Sitting for extended periods of time
  • Dexterity of hands and fingers to operate a computer keyboard, mouse, and other computer components
