The First Nations Education Administrators (FNEAA) is seeking Proposals from a contractor for a Senior Project Information Technologist who will be part of a team to undertake FNEAA Research and
Work Projects..

Background:
FNEAA is a gathering place where First Nations administrators meet to dialogue and immerse in discussions steeped in the cultural context within which they live at work. FNEAA provides a warm and safe gathering place for First Nations administrators, educators, principals and members: to share information about how they do their jobs; to share experiences that may be the same challenges others are facing; and to network. Networking enables First Nations administrators: to shed light on common issues; to provide a place to access online information; and to provide a way to communicate quickly. FNEAA offers members training, education and certification programs via in-person workshops and virtual platforms relevant to the knowledge, skills, and experiences required by First Nations education administrators. It is a place that establishes standards, lessons learned, and best practices in the field of First Nations education administration. FNEAA also provides a national annual conference to assist members in networking and achieving and maintaining a high level of competency in the profession of First Nations education administration. It is a place where members can learn how to better manage and balance their life, learning, and work; and a place to share information about the profession and what others are doing to advance and succeed.

The FNEAA was incorporated on February 6, 2019. The purpose of the Association is to:

  1. provide educational programs and initiatives that provide assistance to First Nations, First Nations education institutions and professionals involved in education and training;
  2. support capacity development of individuals and organizations involved in First Nations education and training through:
    1. In person and online certification programs.
    2. Professional development programs.
    3. Seminars.
    4. Partnership programs.
    5. Education system development services.
    6. A national annual conference.
  3. support education reform and capacity development for education in all jurisdictions; and
  4. provide certification and/or professional designation for First Nation education administrators

Mission: FNEAA is a gathering place for First Nations Education Administrators to share information, collect and share ideas and enhance capacity in Education, Certification, Professional Development, Partnerships, Systems Development & Services, Mentoring and Conferences.

Objectives and Activities:
The following Project objectives and activities are to be undertaken regarding assigned FNEAA projects from August 2020 through March 31, 2021.

  1. To identify First Nations administrators needs and priorities for assigned work projects and conduct virtual surveys, zoom townhalls, virtual interviews and other research methods.
  2. To provide information, best practices and research for assigned FNEAA work projects on a wide range of technical, policy, and evidence-based information available from leading education, health and government institutions nationally and internationally, ranging from internet access in schools and homes, how to open a school or how to learn from home.
  3. To seek advice on COVID-19 from FNEAA’s board of directors, advisory committee and FNEA’s across Canada to access relevant and best advice that is relevant to the needs of First Nations in a diverse situation from access to internet, geographic location, size of population, culture and language, etc.
  4. To provide FNEAs with the tools, templates, professional development and training and services needed to adapt, plan and implement services. The goal here is to provide this information on a timely basis, based on input from the FNEAs, experts and research. Products will be co-developed with FNEAs based on the engagement, surveys and research.

This work project will be led by a Senior Project Manager and a Senior Project Information Technologist under the direction of FNEAA’s senior management and support staff.

FNEAA will coordinate and lead research that is dynamic and changing as the evidence and experience during the pandemic shifts. The project will enable administrators and educators to have access to best practices, lessons learned and develop effective policy, procedures and action plans that meet the needs of their communities. This contract position will assist FNEAA in bringing networks together, disseminating knowledge and developing capacity.

First Nations school systems and administrators needs will be identified through FNEAA Townhalls focusing on the key issues facing schools and administrators. The Townhalls will be one-hour long, with experts and organizations with interests on the topics. The Townhalls will utilize online polling research tools to collect data on specific needs and drill down by province, territory and geographic areas (urban, rural and remote). The Townhalls will incorporate presentations by a panel of knowledgeable persons, with call-in and messaging questions.

Time frame, August 10, 2020, to March 31, 2021.

Deliverables:

  1. Results from up to eight national and regional Townhalls that identify COVID-19 needs and priorities, and issues and challenges of FNEAs.
  2. Reports and communications from online surveys with that identify needs, priorities, best practices and evidence-based research in a shifting environment.
  3. Interviews conducted with FNEAA board members, advisory committee members and others that gather timely, knowledgeable and expert information that track trends and forecast future needs and priorities.
  4. Reports that provide best practices and research on a wide range of technical, policy, and evidencebased information from leading education, health and government institutions nationally and internationally.
  5. Information disseminated to various media such as written, podcast and video via eBlasts, NationTalk and First Nations radio.
  6. Advice provided by FNEAA board of directors and advisory committee regarding access to relevant information provided to FNEAs.
  7. FNEAs provided with the tools, templates, professional development and training and services needed to adapt, plan and implement services.

FNEAA’s Scope of Work
FNEAA will assign a project executive to work closely with the consultant. FNEAA will pay and coordinate translation services.

Project Cost
Proposals should range from $30,000 to $35,000. FNEAA contemplates a fixed fee contract (maximum amount) comprising the consultant’s charges for the project work to be undertaken.
