Position Summary |
We are seeking a Specialist, Clinical Recruitment to join our Human Resources team!
The Specialist, Clinical Recruitment provides leadership to Managers, Directors, and Vice Presidents on matters relating to a Centralized Recruitment Model for clinical positions. The Specialist, Clinical Recruitment is responsible for providing support and guidance of ethical and consistent advice while respecting each of the Collective Agreements. Oversees talent recruitment strategies, advice, communication and transactional support to leaders at all levels across IHA and various recruitment related programs, campaigns and special projects. Collaborates with counterparts from other Health Authorities on industry initiatives including joint provincial and local initiatives. Provides consultation and advice to leaders in their recruitment activities and oversees the portfolio’s continuous process improvement initiatives. This is a permanent full time position. Some duties of the position: • Leads in planning the development of organizational-wide Human Resource policies, strategies, and procedures, ensuring effective implementation and operation are aligned with the organization’s strategic vision and project goals. • Leads the development of overall project plans and objectives, to outline timelines and project deliverables. The Clinical RM will be responsible for leading, coordinating and implementing the clinical component of project plans, in consultation with clinical and operations leaders, and internal/external stakeholders as appropriate. • Reports regularly on the status of project plans, along with major issues and obstacles encountered. Monitors risks throughout the life cycle of the project and is responsible for the identification/recommendation of mitigation strategies to ensure projects remain on time and budget. • Maintains fiscal accountability by collecting and monitoring necessary fiscal and utilization data and analyzes data appropriately. Ensures effective use of resources in the service area. Monitors the budget(s), identifies variances, and takes corrective action as required to maintain expenditures within the approved budget(s). • Collaborates and assists with financial control of wages associated with all Operational Manager budgets, including developing & providing recommendations and implementing remedial action if required • Formulates strategies for participation in provincial, national and international career fairs and campus recruitment activities. Engages leaders to participate at career fairs with the recruitment team with an emphasis on promoting IHA and attracting candidates to clinical areas of the organization. • Analyzes current trends and data in assigned area of responsibility related to the provision of accessible, comprehensive, efficient, and effective service/care. This includes sick time, overtime, casual utilization, WCB, turnover, staff mix, vacation utilization, and vacancies. • Responsible for the implementation and continuous improvement of current practices and initiatives that enhance the efficient and effective delivery of clinical recruitment services within the Health Authority, while maintaining compliance with applicable legislation, regulations and Collective Agreement language. • Plans, develops, recommends and implements improvements to systems processes, procedures, policies and services to maximize departmental administrative efficiencies while addressing service level requirements with the various teams, managers and employees. • Recruits, hires, supervises, and provides leadership to staff through coaching, guiding, and modeling key behaviours/strategies, encouraging dialogue, and providing guidance and advice to facilitate resolutions to work issues. Assists team members in defining shared and individual goals, meeting target dates, and ensuring alignment of team goals with customer needs. Fosters team spirit, trust, and mutual respect. • Monitors departmental information such as vacancies, market pressures, internal turnover indices, applications received and resumes screened to support operational and organizational planning. Analyses current trends and data in assigned areas of responsibility relating to the provision of accessible, comprehensive, efficient, and effective service. • Collaborates with counterparts from other Health Authorities, Health Match, and HEABC on various industry initiatives and partnerships on projects such as implementation of new technologies. Maintains strong industry relationships in order to stay current on trends in competitive areas such as healthcare talent recruitment. • Negotiates and manages contracts with external vendors; leads the development of innovative recruitment strategies using a variety of media channels including all forms of social media. • Recruits, hires, disciplines, and terminates staff as required. Provides mentoring and coaching to staff and potential candidates, establishing orientation process and prepares for the new hires introduction to operations. • Maintains a positive and productive work environment respecting the value of an interdisciplinary team approach to the provision of health services. Promotes the creation of a quality work environment. • Acts as a change agent within the service, fostering an environment of innovation and critical thinking. • Represents Human Resources and assigned areas on a variety of internal and external committees as required. • Performs other duties as assigned. |
Qualifications |
Education, Training, and Experience • Bachelors Degree in nursing, health sciences, or related field. • Seven to ten years recent, related clinical experience, including three years in a leadership role. • Or an equivalent combination of education, training and experience. • Current registration with the relevant professional college or association preferred.
