Governments of Canada and Manitoba Invest $12.5 Million to Address Gender-Based Violence
November 26, 2025
The governments of Canada and Manitoba are investing $12.5 million to prevent and address gender-based violence and strengthen supports for survivors and their families across the province, Families Minister Nahanni Fontaine, minister responsible for women and gender equity, announced today.
“November marks Domestic Violence Awareness Month, a time to recognize the profound and lasting impacts of gender-based violence, honour survivors and strengthen our collective efforts to end gender-based violence in all its forms,” said Fontaine. “Our government is committed to building a Manitoba where perpetrators are held accountable and survivors have the tools, resources and support they need to heal. With support from the Government of Canada through the National Action Plan to End Gender-Based Violence, we’ve built a strong network of education, prevention and healing supports Manitobans have come to count on.”
The investment is being made through Manitoba’s four-year bilateral agreement under the National Action Plan to End Gender-Based Violence and will support 32 Manitoba-based initiatives that focus on prevention, education and support for those most impacted by gender-based violence, the minister noted, which includes Indigenous, Black, racialized, immigrant and refugee women and girls, 2SLGBTQIA+ people, people living with disabilities and women living in northern, rural and remote communities.
“Community-based organizations work with victims, survivors and their families during vulnerable moments in their lives, ensuring they can access the supports and services they need,” said federal Women and Gender Equality Minister Rechie Valdez. “The Government of Canada remains firmly committed to supporting Manitoba’s work under the National Action Plan to End Gender-Based Violence. I’m proud that our collective efforts are making a meaningful difference for those who need it the most, as we continue building a safer Canada for everyone.”
The targeted investments will build on progress already made through the previous two years of the bilateral agreement to strengthen prevention, improve service delivery and promote innovative, community-based approaches, Fontaine noted.
The National Action Plan to End Gender-Based Violence is a 10-year framework that envisions a Canada free of gender-based violence. The Government of Canada entered into bilateral agreements with provinces and territories to implement the plan, with flexibility to address their unique priorities, needs and challenges. Manitoba is now in year three of its bilateral agreement under the framework.
The Manitoba government continues to invest in initiatives that support the five pillars of the National Action Plan to End Gender-Based Violence including:
- support for victims and survivors,
- prevention,
- a responsive justice system,
- Indigenous-led approaches, and
- social infrastructure that creates environments.
